In 2017, the State Council Office of the CPC Central Committee issued the Several Opinions on Strengthening and Improving The Work of People-to-People Exchanges between China and Foreign Countries, which requires reforming the content, form and working mechanism of people-to-people exchanges in various fields, integrating the concept of people-to-people exchanges and cooperation into all fields of foreign exchanges, and making the concept of people-to-people exchanges more deeply rooted in the hearts of the people. In order to give full play to the basic, pioneering and long-term role of people-to-people exchanges in the cultivation of Innovative and Entrepreneurial Chinese and Foreign Talents and international cooperation in education, and to serve the participation of enterprises in the field of innovation and entrepreneurship in the construction of the "Belt and Road" and the construction of a community with a shared future for mankind, the Center for Humanities Exchanges between China and foreign countries of the Ministry of Education and the Sichuan Institute of Tourism decided to cooperate in the joint construction of the "the Institute for International People-to-People Exchange in Innovation and Entrepreneurship" (hereinafter referred to as the Institute).
01 Background and objectives
In recent years, the construction of the "Belt and Road" with policy communication, facility connectivity, unimpeded trade, financial integration and people-to-people ties as the goal has been comprehensively promoted, and the number of enterprises in China's various industries going out to participate in the joint construction of the "Belt and Road" is increasing, with a large number of successful experiences and many failure cases. In view of the different histories and development trajectories of various countries, the differences in systems, laws and cultures are quite large, and the overseas investment and development of Chinese enterprises are prone to friction and misunderstanding, of which the lack of people-to-people exchanges is an important reason.
People-to-people exchanges are the cause of promoting people-to-people ties, exchanges and mutual learning, and win-win cooperation between China and foreign countries, an important way to promote mutual understanding and respect, and the realization of people-to-people ties, and the premise and foundation for pragmatic cooperation. The concept of people-to-people exchanges is people-oriented, open and equal, respect and inclusive, understanding and appreciation, exchange and mutual learning, win-win cooperation, upholding the correct concept of righteousness and profit and achieving sustainable development. Doing a good job in people-to-people exchanges is of great significance to accelerating and expanding the opening up of institutions of higher learning to the outside world, and to achieving sustainable development and stability and long-term development of enterprises in various industries overseas. Taking innovation and entrepreneurship as the starting point, the Institute gives full play to the positive role of people-to-people exchanges in implementing the fundamental task of Lide Shuren, cultivating students' international vision, accelerating and expanding the opening up of education to the outside world, and building an open, applied and internationalized high-quality platform for people-to-people exchanges between China and foreign countries that integrates innovation and entrepreneurship research, people-to-people exchanges, talent training, decision-making consultation, and social services, promotes people-to-people exchanges and people-to-people ties between China and foreign countries in the field of innovation and entrepreneurship, and serves the construction of the "Belt and Road" and the construction of a community with a shared future for mankind.
02 The work content of the institute
(1) Establish a platform for people-to-people exchanges between China and foreign countries in terms of innovation and entrepreneurship exchanges, mutual visits, and joint research, and strengthen the education, dissemination, and practice of the concept of people-to-people exchanges in the field of innovation and entrepreneurship.
(2) Carry out research on the topic of people-to-people exchanges between China and foreign countries in innovation and entrepreneurship, carry out organized scientific research, provide policy suggestions for education and innovation and entrepreneurship related departments, and release research results to the public as appropriate.
(3) Adopt the research model of "innovation and entrepreneurship + country", conduct research related to people-to-people exchanges between China and foreign countries in innovation and entrepreneurship, and provide special consultation and solutions for industry enterprises to "go global" to expand the market.
(4) Adopt the model of "innovation and entrepreneurship technology + humanities" to provide talent training services for industry enterprises, provide consulting services and guidance for domestic colleges and universities in terms of professional co-construction, innovation and entrepreneurship talent training model innovation, education standard formulation, etc., and assist in the introduction of advanced educational concepts and high-quality educational resources.
(5) Strengthen the cultivation concept of "professional + humanistic", strengthen the education of students' knowledge and concepts related to people-to-people exchanges, improve students' humanistic literacy and humanistic exchange ability, and cultivate messengers of people-to-people exchanges.
(6) Promote Chinese and foreign universities and enterprises to carry out industry-university-research cooperation, and provide Services for Chinese and foreign universities and enterprises in terms of innovation and entrepreneurship teacher training, innovation and entrepreneurship forums, innovation and entrepreneurship visits and exchanges, and innovation and entrepreneurship research project docking.
(7) Enhance the humanistic spirit of innovation and entrepreneurship and the awareness of cultural inheritance and protection of Chinese and foreign enterprises, innovate intangible cultural heritage technologies, cultivate intangible cultural heritage innovation and inheritance talents, continuously enrich the modern connotation of intangible cultural heritage, and achieve a win-win situation between non-genetic inheritance innovation and mass entrepreneurship.
(8) Research and compile books related to innovation and entrepreneurship, and publicize and promote effective practices in education and practice of people-to-people exchanges in innovation and entrepreneurship.
(9) Innovate work methods and methods, carry out regular people-to-people exchange activities through the way of "Internet + people-to-people exchanges", summarize practical experience, and form practical results.

03 Related matters
(1) The institute is located in Sichuan Institute of Tourism, and a board of directors is set up as the consulting body of the institute, and the dean is responsible for the daily operation of the institute.
(2) The institute provides services to relevant government agencies, public institutions, industry enterprises and colleges in the field of innovation and entrepreneurship. The above-mentioned entities with interest and needs are welcome to negotiate with the research institute on the establishment of research topics, the development of talent training, and the development of other related projects.
(3) Colleges and universities in the field of innovation and entrepreneurship, industry enterprises and relevant social institutions are welcome to participate in the joint construction of the institute. Universities, industry enterprises and social institutions participating in the joint construction of the Institute will have priority access to various services provided by the Institute. Relevant entities and units that are interested in joining the joint construction of the Institute should fill in the application form in the attachment and send it to the designated mailbox or negotiate with the contact person.
